PURPOSE:To realize handle sending at high speed and with high accuracy, by measuring the rotating speed of a manual pulse generator, and controlling magnification at an optimum value. CONSTITUTION:The titled device is provided with a rotating speed measuring part 3 which measures the rotating speed of the manual pulse generator 1, and a magnification control part 4 which outputs a magnification K being changed corresponding to the rotating speed. In this case, it is possible to perform the handle sending at high speed and with high accuracy by setting the magnification automatically so that it is increased in long distance sending where the manual handle is sent faster, and it is decreased in positioning with high accuracy, and also, to control a servo controller by setting arbitrarily relation between the rotating speed of the manual handle and the magnification corresponding to the purpose of a numerical controller.
