It consists of a paper supply device 8 fitted on the front of the system 2 or incorporated in it from which emerges at the front and at the top an annular paper protector 11 which slightly overlaps the upper end of the seat 5 so that when said seat is manually tilted downwards the paper 11 emerges and fits the upper face of said seat at the same time as it entrains a new protector towards the position suitable for a new work cycle. The rocking shaft 4 of the seat 5 has torsion springs 7 which are loaded when the seat 5 descends and which tend to the subsequent raising of the seat, which raising takes place slowly by virtue of the existence of a braking mechanism involving an eccentric 15 associated with the shaft 4. At the opposite end of the shaft 4 is a tab 20 for actuating a pneumatic valve 23 which, via a conduit 24, activates the pneumatic discharge mechanism of the cistern. <IMAGE>
