<p>PURPOSE:To transmit a picture with high quality and less picture quality deterioration by varying the capacity of a buffer memory in response to the propagation time of a transmission line. CONSTITUTION:In sending a moving picture by using a ground line 57, if the same delay is allowed as the use of satellite lines 55, 56, then the capacity of the buffer memory 3 to match the speed of the coding with the transmission speed of the transmission line is increased by the difference in the propagation time. That is, the capacity of the buffer memory 3 is switched according to a line signal 31 supplied via a switch 6. For example, in using the ground line 57 as the transmission line, since the delay in the buffer memory 3 is allowed to be increased, then a large capacity is selected. Thus, since the information is smoothed easily even to the rapid production of information, smooth and minute coding is applied and the moving picture with high quality is sent.</p> |
