PROBLEM TO BE SOLVED: To prevent the occurrence of signaling among devices clue to different CC protocols (protocols in network layer) in a multiple access network. SOLUTION: A central device 101 of a communication system where terminals 102-104 and the central device 101 include network interfaces 107-109 and signaling devices 105, 106, 110 sets signaling connection to the terminals 102-104 in this method. In this case, information relating to signaling protocols supported by the terminals is generated by communication between the network interfaces 107, 108 of the central device 101 and the network interfaces 109 of the terminals and signaling is started by using the signaling devices 105, 106 in the central device supporting the same signaling protocol as that of the terminals.
