PROBLEM TO BE SOLVED: To prevent a caller from being charge for an unjustified speech when a speech opposite party is absent. SOLUTION: When a call comes from an ISDN channel while incoming call notice transfer setting is made to a memory, incoming call information in a setup message is received by the memory (S3) and the incoming call is interrupted (S4). A UUI(user.user information) edit control circuit edits the incoming call information received by the memory into a UUI including the incoming call notice (S5). A transfer destination control circuit generates another setup message based on the UUI and the transfer destination stored in the memory (S6), an ISDN interface control circuit sends it (S7) and then the call is interrupted (S8).
