PROBLEM TO BE SOLVED: To obtain a stream converter that converts a PS into a TS efficiently without the need for complicated processing. SOLUTION: A PS includes a system clock reference SCR that is set so that no overflow nor underflow takes place in a video buffer in the case of decoding, and the stream converter is a PS/TS converter 84 where the PS decoded while being tentatively stored in the video buffer based on the SCR is converted into a TS that is decoded while being tentatively stored in a transport buffer based on a PCR. In the case of decoding the TS after the conversion, the PCR is set so that no overflow nor underflow takes place in the transport buffer and the PS is converted into the TS while the set PCR is being multiplexed by means of a controller 94. |
