A code book parameter generating means 103 generates code book parameters ia, iga, is and igs. A 1 forward error correction(FEC) 105 generates a 4-bit parity flag by a (15, 11) humming code method for an information vector in 11-bit. 2 FEC 106a-106e individually generate a parity flag for the LSP parameter and for each code book parameter respectively by a 1-bit parity code method. The LSP parameter, each code book parameter, a parity bit and each parity flag are multiplexed, and a transmission block is generated and sent to a transmission line 301.
