PROBLEM TO BE SOLVED: To provide a transmitter that resolves an ATM address in a system where inter-terminal communication is conducted by using a layer 3 address via an asynchronous transfer mode ATM switch network. SOLUTION: A switching HUB, e.g. 10-1, receives a layer 3 address and a layer 2 address of a terminal connecting to itself, registers them to a table, receives its ATM address and a layer 3 address of other terminal from other switching HUB, e.g. 10-2 and registers them to the table. While referring to the table based on the layer 3 address of a destination terminal received from the terminal connecting to itself an ATM address of the other corresponding switching HUB 10-2 is acquired and sends a cell to the destination via the other switching HUB 10-2. Furthermore, while referring to the table based on the layer 3 address of the destination terminal received from a terminal connecting to the other switching HUB 10-2 the layer 2 address of the terminal connecting to itself is acquired and sends the received data to the terminal.
