摘要 PROBLEM TO BE SOLVED: To suppress the fluctuation of data residual quantity as small as possible and to secure the synchronization of a video clock with a line clock by replenishing the shortage of data residual quantity in a buffering means with a null packet. SOLUTION: A clock comparing part 3 respectively counts a video clock and a line clock, compares the counted values with each other and when the difference reaches one transport stream(TS) packet (188 bytes), it requests a null packet generating part 4 to produce null packets equivalent to one TS packet. The null packets produced by the part 4 are sent to a TS generating part 5 and the part 5 inserts the null packets introduced by the part 4 into a TS that is produced by the part 5 itself and outputs it to a TS output buffer part 6. The TS stored in the part 6 is synchronized with the line clock and transmitted to a line. Thus, buffer residual quantity is corrected by inserting and replenishing the null packets.
