A system by which a negative electric field is transmitted to mobile organisms and/or materials within a region where the above organisms and/or materials and pedestrians exist. With respect to the inside of the organisms and/or materials, this system can considerably reduce the toxicity of active oxygen formed therein by externally applying a high potential of electrical energy thereto and thus reducing or eliminating the active oxygen. As a result, the physical strength of a driver in an automobile can be continuously elevated and his/her motor nerves, etc. are activated, which makes the driver to concentrate on driving and thus ensures safe driving.
