PROBLEM TO BE SOLVED: To efficiently granulate dechlorinated waste plastic to obtain granules in waste plastic regenerating treatment equipment. SOLUTION: Rolling rollers 1 and a cutting/granulating mechanism 2 are provided. The molten plastic 5 melted by a plastic melting apparatus to fall from the part above the rolling rolls 1 is rolled into a flat panel shape while cooled by the rollingrollers 1. Subsequently, the flat plate-shaped plastic 5 is laterally cut in a thickness almost same to that of adjacent rotary blades 3 by the shearing due to the side surfaces of the mutually adjacent rotary blades 3 of the cutting/granulating mechanism 2 and the cut plastic is further cut and granulated by the rotary blades 3 and fixed blades almost in the dimension of the pitch of the blades of the rotary blades 3.
