PROBLEM TO BE SOLVED: To detect a forgery even when an image or the content of an IC memory is forged and used in misappropriation, and prevent the misappropriation use from occurring by a method wherein the image which is recorded on the surface of an ID card, and data which is stored in the IC memory are made to correspond with each other. SOLUTION: An image photographing device 2 takes a photograph of the face of a person, and photoelectrically converts the photograph for each picture element, and digital face image data is obtained. An image data processing device 3 synthesizes the face photograph image data and character image data, and prepares recording image data which is recorded on the surface of an ID card 1. An image forming device 4 records the character image and the face photograph image on the surface of the ID card 1 as visible images. An image data compression device 5 forms compressed face photograph image data and character image data. An image data writing device 6 writes and records the compressed face photograph image data and character image data into an IC memory through an antenna of the ID card 1. A long as the compression method is not known, a re-writing of the stored content is difficult, and also, a forgery can be detected. |
