PROBLEM TO BE SOLVED: To obtain a material having short hardening time, small shrinkage after hardened and excellent adhesion property with aggregates and ballast, and improved resistance against cracks by using a cement containing calcium chloroaluminate mineral. SOLUTION: At least one kind of incineration ash selected from incineration ash of city garbage and incineration ash of sewage sludge is mixed with cement source materials such as lime stone, clay, silica stone, aluminum ash, bauxite and iron, and the mixture is calcined at 1200 to 1500 deg.C to obtain a clinker, which is then pulverized. To 100 pts.wt. of the pulverized clinker, 1 to 30 pts.wt. of gypsum is compounded to obtain a cement containing 10 to 40 wt.% calcium chloroaluminate mineral (C11 Al7 CaCl2 ). Then 100 pts.wt. of the obtd. cement is mixed, if necessary, 20 to 200 pts.wt. of an asphalt emulsion, 0.05 to 3 pts.wt. of a dewatering agent such as aluminosulfonic acid, 1 to 20 pts.wt. of an emulsified resin such as vinyl acetate resin, and 0.1 to 10 pts.wt. of a re-emulsifying type powder resin such as vinyl acetate. |
