The invention relates to a foilar fertiliser of plant nutrient and its application. The fertiliser is producted as starting material using chloroacetic acid, sodium bicarbonate, caustic soda, ethylnaphthol, borax, zinc sulphate and magnesium sulphate. It is producted as following process: first four of said starting materials in a desired proportion are dissolved by a desired amount of water respectively, then put them into a reactor. The mixture obtained was heated, agitated, remained in constant temperature, and was cooled to ambient temperature, following by addition of late three of said starting materials in a desired proportion, agitated, reacted for a time, and a pH adjusted to 6-7. It removed water from the mixture by centrifuge, then dried wet residue to obtain the product of the present invention. The fertiliser acts as plant nutrient and plant growth regulator.
