PROBLEM TO BE SOLVED: To provide a radio communication system which is able to prevent the mutual interference of radio waves to eliminate communication troubles such as interference, etc., suppress an increase in the execution cost, and cope with the existing building or the state following the construction planning, without limits in design. SOLUTION: In this system, each floor part 8 of a hierarchical building 2 where a stationary antenna 4 is installed on each story 3 to form a communication zone 5 is provided, with a deck plate 10 as a radio wave shielding material. The wall part 12 of the building 2 does not contain an electromagnetic shielding material, however, since the radio wave emitted from the stationary antenna 4 is attenuated and weakened by diffraction, the arrival thereof to the upper to lower story side can be prevented as much as possible, without inducing severe communication troubles.
