PROBLEM TO BE SOLVED: To generate a zoom screen between different reduction scales by using fractal decoding. SOLUTION: A fractal encoding code and pictures on various kinds of reduced scales or layer pictures are stored in a storage medium 2. The fractal encoding code read from the storage medium 2 is inputted to a fractal decode part 7, and an enlarged or reduced image with arbitrary magnification between the pictures on a reduced scale or the layer pictures is fractal-decoded so that a fractal decoded picture can be generated. This fractal decoded picture or the picture on a reduced scale or the layer picture read from the storage medium 2 are developed in a memory part 4, and transmitted through a graphic interface part 5 to a display control part 6 so as to be displayed.
