PROBLEM TO BE SOLVED: To provide a device, a system and a method which is capable of transmitting even through a transmission line of a slow transmission speed by transmitting only the effective information out of signals stipulated by SMPTE 305M and can further restore it to the original signal on a reception side. SOLUTION: A transmission device 1 is equipped with an input means 2 for inputting a signal regulated by the SMPTE 305M, a selection means 3 which deletes specific data out of the signals inputted by the input means 2 and outputs data other than the deleted specific data, and a transmission means 4 for transmitting the data outputted by the selection means 3 to a transmission line 9. Meanwhile, a reception device 5 is equipped with a reception means 6 for receiving a signal transmitted via the transmission line 9, a restoring means 7 for restoring a signal form stipulated by the SMPTE 305M from the received data, and an outputting means 8 for outputting the signal restored and regulated by the SMPTE 305M. A transmission system is composed by the transmission device 1 and the reception device 5 such as these.
