PROBLEM TO BE SOLVED: To obtain an excellent transparency and high barrier properties or the like by providing a thin film of an inorganic oxide on one surface of a flexible plastic base material, and further providing a coating thin film made of water and alcohol based composition containing a silane coupling agent thereon. SOLUTION: The transparent barrier film 1 comprises a thin film 3 of an inorganic oxide provided on one surface of a flexible plastic base material 2, and a coating thin film 4 of a water and alcohol based composition containing a silane coupling agent. Then, a laminate material A obtained by laminating at least a heat sealable resin layer 6 on a surface of the film 4 via an adhesive layer 5. The two materials A are, for example, prepared. A surface of the layer 6 disposed on its innermost layer is opposed to the materials A, and superposed. Three sides of an end of an outer periphery are heat sealed to form a sealing portion. After a content is filled in the sealing portion, its opening is heat sealed to manufacture a packaging product.
