PROBLEM TO BE SOLVED: To provide a video conference system that suppresses selection of an image from a terminal having a constantly high level noise and where a conference is held naturally and properly. SOLUTION: A video conference system is provided with a voice level history generating means 85 that receives a vice signal from a plurality of terminals and generates history information of voice level for each terminal, a talker terminal detection means 86 that detects a talker terminal based on the history information of the voice level generated by the generating means 85 and on at least the voice level of a current point of time, and an image changeover means 87 that specifies one terminal based on the detection result of the talker terminal detection means 86 and sends image information from the terminal to each other terminal. |
