PROBLEM TO BE SOLVED: To improve the incoming rate of communication from an automobile to an office while maintaining a state capable of surely executing the communication from the office to the plural automobiles. SOLUTION: The time of the office is synchronized with the time of the automobile, a prescribed waiting duration (s) is set at the side of the office at prescribed waiting time (q) after the communication for communication time (t) due to a cyclic call at prescribed calling time (p) from the side of the office to each automobile, the communication of a non-cyclic call from the side of the automobile to the office is performed at the prescribed waiting duration (s), and the incoming rate of communication from the automobile to the office is improved while maintaining the state capable of surely executing the communication from the office to the plural automobiles.
