PROBLEM TO BE SOLVED: To prevent communication quality from being deteriorated even when a base station transmission power exceeds a threshold value in the case that a frequency band is used in common by an IS-95 system and a W-CDMA system. SOLUTION: An integration section 40 in an IS-95 base station device 1 calculates a base station transmission power in the frequency band of the IS-95 system, and an integration section 90 in a W-CDMA base station device 104 calculates a base station transmission power in the frequency band of the W- CDMA system. An occupancy band control section 41 sums the transmission powers of the respective base stations calculated by the integration sections 40, 90 and applies frequency hand-off to communication channels of the IS-95 system using the frequency band when the frequency band of the IS-95 system is available where the sum is a threshold value or over.
