PROBLEM TO BE SOLVED: To provide a system where an event, that a telephone set in a guardsman room is not set at a transfer state, is not caused although a guardsman operates an alarm device to set to a guard set when he leaves his room. SOLUTION: A line monitor section 7 informs a control section 1 of a discrimination result as to whether or not a telephone set 11 is set to a speech state. An information input section 8 receives a guard set signal from a controller 12 and sends the signal to the control section 11. When the telephone set 11 indicates a non speech state and the controller 12 is set to a guard set, the control section 1 provides a line changeover signal to a line changeover section 6 to allow the section 6 to disconnect a telephone line 33 from the telephone set 11 and to connect to a selection signal control section 5 and sends a code of a selection signal to the selection signal control section 5. The selection signal control section 5 converts the code into a dial signal and provides an output of the signal to the telephone line 33.
