PROBLEM TO BE SOLVED: To provide a cone. soil fixing agent and a packed mixture for soil treatment. SOLUTION: A cone. soil fixing agent contains an org. binder and an org. and/or inorg. carrier substance and 1-20 pts.wt. of the carrier substance is used per 100 pts.wt. of the org. binder. A packed mixture consists of biodegradable outer packing disintegrated in water and a container surrounded by the outer packing and having at least one oil-resistant degradable inner liner constituted of one or more layer and the inner liner contains a conc. soil fixing agent and the outer packing contains a separate org. and/or inorg substrate. The mixture is directly charged in a mixing tank on the spot. The opening of a package or the re-packing from a separate container can be avoided and a packing material to be subjected to disposal treatment is not generated.
