A rotating brushing sleeve (2) can be vertically moved inside a cylindrically shaped housing (1) operated by a ring gear (3,3') located at the bottom of the sleeve (2) and the top of the handle (4). A shaft (6) with a soft applicator (5) on top is attached to the handle (4) and provided with powder (7) when the handle (4) is rotated like a ratchet. A spring coil (10) puts pressure on a piston (9) which acts on the powder (7). The brushing sleeve (2) is equipped with longitudinal vertically positioned slots (8) through which the powder (7) is supplied onto the applicator (5).
