MOVING IMAGE CODER AND MOVING IMAGE CODING METHOD

PROBLEM TO BE SOLVED: To apply re-coding to a bit stream so that skip reproduction is conducted consecutively. SOLUTION: A decoder 2 and an encoder 4 are used to reconfigure a received bit stream in compliance with the MPEG 2 standards into a 1st group of pictures GOP where pictures after a first out-point ranging to a succeeding out-point according to a display sequence of the GOP including the first out- point are decoded without prediction reference and also into a 2nd group of pictures GOP where pictures after a first in-point ranging to a succeeding in- point according to a display sequence of the GOP including the first in-point are decoded without prediction reference. A delay circuit 3 delays the bit stream by a time at least required for the re-configuration above. A switch SW 2 selects the reconfigured bit stream or the delayed bit stream for each unit period and provides an output of either of them.
