SOLUTION: In order to arrange a piping member in a building, a flexible fluid conduit 21 is previously inserted in a sheathed tube 24. At this time, the continuation of a conductive layer 25 of the sheathed tube 24 and the flexible fluid conduit 21 is selected so that an insulating layer 23 is arranged between the conductive layer 25 of the sheathed tube 24 and a conductive layer 22 of the flexible fluid conduit 21. At the time of arranging the piping member, a switch 28 is switched off. After completion of piping, piping is covered with wall material and floor material, and the wall material and floor material are fixed to a rafter, a sash bar, of the like by nailing. At this time, the switch 28 is switched on.
