PROBLEM TO BE SOLVED: To filter a section which traverses plural transport packets by holding the information showing that a section crosses a transport packet at the boundary of another transport packet when the section crossing a transport packet is filtered. SOLUTION: A filter control part 104 controls the pass and non-pass of a section based on the comparison result of a comparison part 102 and the output of a crossing information holding part 103. A packet data extraction part filters and extracts the packet of a specific PID and reads a parameter out of a section parameter storage part 101 to filter a section header. Then the part 102 compares the value of the section header included in the stream data with the parameter outputted from the part 101 and passes the data when the result of the comparison shows agreement.
