PROBLEM TO BE SOLVED: To select a scroll part which has capacity bringing about high turbine efficiency in an internal combustion engine which has a large flow amount of exhaust gas. SOLUTION: An inner scroll part 30 and an outer scroll part 31 are juxtaposed in a diameter direction through a partition wall 32, and communicated with each other through a communication hole 32a formed on the partition wall 32. The communication between an exhaust inlet and the scroll parts 30, 31 is selectively opening/closing controlled by a first opening/closing means. The communication between the exhaust inlet and an exhaust outlet 11b through a bypass passage 34 which bypassed the scroll parts and a turbine rotor 13 is selectively opening/closing controlled by a second opening/closing means.
