PROBLEM TO BE SOLVED: To ensure integral management of a PVC set up in an end-to-end manner over plural network element, ATM exchange(NEs), and to ensure matching between an network management system(NMS) and a network. SOLUTION: A connection up-load section 405 up-loads the path information relating to a PVC set in a network at a desired time from each NE and reflects it as data on an NMS 201. A connection diagnosis section 406 detects mismatching between PVC data on the network and PVC data on the NMS 201. A connection rebuild section 407 gives path information to correct contents of the mismatching to the NMS 201 itself or each NE, upon the detection of the mismatching to rebuild the PVC.
