PROBLEM TO BE SOLVED: To enable contents distribution which has a digital water mark on which a content provider's intention is reflected inserted and worked beyond a difference of an algorithm(AL) that a processing system has under an open circumstance where upgrade of the AL and a different AL coexist. SOLUTION: In information provision services where plural digital water mark insertion algorithms 20 coexist, by preparing and giving contents attribute information (an external message) describing the intention of the water mark insertion to the contents by a contents provider, a means 10 interprets the content and converts it into a processing parameter requested by each algorithm and also gives the converted parameter to the corresponding algorithms 20, thus the digital water mark is enabled to be inserted in the contents in a form reflecting the above-mentioned intention.
