摘要 PROBLEM TO BE SOLVED: To ensure continuity and quality of a transmitted and received signal for a mobile terminal, and to reduce the waste of a communication resource even when any packet disappears at the time of adopting an intermittent transfer system as a transmitting means between a base station and a mobile switchboard by realizing redundancy between signal packets as the configuration of a signal to be transmitted. SOLUTION: A signal for each mobile terminal distributed by a distributor 210 is convolution-encoded and decoded by a convolution encoders/decoders 220-229, and the signals are encoded again by convolution encoders 230-239 for increasing the reproducing capability of a signal packet to be transmitted from a base station 200 to a mobile switchboard. Moreover, interleavers 250-259 divide the code generated by each convolution encoders 230-239 into plural division units, and rearranges them for arranging them in different signal packets so as to be dispersed. A packet data generator 280 generates the signal packets from the re-arranged codes.
