SOLUTION: When a predictive error max (fw bis, bw bis) being the larger value between a predictive error fw dis according to forward prediction and a predictive error bw dis according to backward prediction is equal to a 1st decision reference value intra mae/K with difference absolute value sum intra mae as a reference or less and when the error fw dis according to the forward prediction is between a 2nd decision reference value bw dis/2 and a 3rd decision reference value 2bw dis, encoding processing according to bidirectional prediction is set. Thus, it is possible to improve an image quality and to reduce data quantity of encoded data.
