PROBLEM TO BE SOLVED: To extract and record one program data from plural program data multiplexed by a transport stream(TS) system and to reproduce the recorded program data with high accuracy. SOLUTION: In the case of extracting and recording a packet P1 constituting program data D1 from TS data 1, idle packet number data F denoting the number of aborted packets are inserted between the packets P1. In the case of reproducing the recorded program data, idle packets N corresponding to the packet number denoted by the idle packet number data F are inserted between the packets P1.
