PROBLEM TO BE SOLVED: To ensure the stable use of a telephone for a mobile terminal which is moving at a high speed by rejecting the connection requests to the mobile terminals, when the moving speed of the mobile terminal exceeds its fixed range except the case when it is decided that the moving speed of the mobile terminal is set, based on the moving speed of the means of transportation that is used by the mobile terminal. SOLUTION: A moving speed detection part 2 notifies a moving path decision part 3 of the fact that a receiving terminal is moving at high speed, when the terminal is moving at a speed exceeding a fixed level and requests a busy mode confirmation part 6 to decide whether the receiving terminal is busy when it is not moving at high speed. When the receiving terminal is not moving by means of Shinkansen (the bullet train) or a train of a specific line, a part 3 requests a connection control message issue part 4 to issue a connection control message. A message reception part 5 gives a circuit disconnect request to a circuit disconnect 8, when a message reception request is received from the part 4 or 6. Receiving the circuit disconnect request, the part 8 disconnects a circuit. |
