PROBLEM TO BE SOLVED: To provide a fixing device capable of detecting the using finish time of a web, and to provide an image forming device in which the fixing device is installed. SOLUTION: This fixing device is provided with a first shaft 109 around which the unuse part of the web 108 is wound and which is constituted of a conductive member, a second shaft 110 taking up the web 108 after releasing agent is supplied to a fixing roller 106, a plate 112 arranged by abutting on the web 108 wound around the shaft 109 by being briased in the shaft center direction of the shaft 109, and a web residual quantity detection circuit electrically connected to the shaft 109 and the plate 112 and set for detecting continuity between the plate 112 and the shaft 109 when they are electrically conducted by reducing the roll diameter of the web 108 wound around the shaft 109 to a prescribed level.
