PROBLEM TO BE SOLVED: To sharpen image edges and form clear character images by specifying a dynamic hardness of a toner when the toner is selectively flown with the use of an electrode body including a plurality of opening parts each having a control electrode. SOLUTION: In an image-forming apparatus in which a back electrode 22 is arranged to face an electrode body 1 including a plurality of opening parts 6 which have control electrodes 4 respectively and control a toner flow, a toner 16 in a toner storage part 21 is supplied onto a development sleeve 14 via an agitator 17 and a feed roller 12 and flown to be adhered on an image record medium 20 by an electric field formed by the back electrode 22. At this time, the used toner has a dynamic hardness of not larger than 12 to restrict a move phenomenon when the toner lands. Moreover, a maximum adhesion amount of each toner to the record medium is set to be 8-4 g/m<2> . Images with sharp edges can accordingly be formed.
