PROBLEM TO BE SOLVED: To manufacture an organic composite coated steel plate provided with superior lubricating properties on which the surfaces of coated steel plates are hard to slide each other. SOLUTION: An organic composite coated steel plate is provided with a steel plate on which a zinc or zinc alloy plated layer is applied, a chromate treated layer of 1-200 mg/m<2> sticking amount in terms of the metal chromium and a resin film formed in the range of 0.1 to 5μm on the chromate treated layer, and the resin film is formed substantially of composite resin formed of (A) 40-97 wt.%, (B) 1-40 wt.% silica fine grain, (C) 1-30 wt.% organic lubricant and (D) 1-20 wt.% titanium oxide and/or alumina, and the surface of a coated steel plate of at most 0.15 friction coefficient, and the surface of a coated steel plate of at least 0.07 friction coefficient are hard to slide each other, and superior lubrication properties are provided.
