PROBLEM TO BE SOLVED: To enhance the substrate concealing property of a white color base coating without increasing the thickness of the coating film by applying the white color base coating containing fine aluminum powder, when forming a topcoat on the exterior plate part of an automobile, a household electric appliance, or the like. SOLUTION: When forming a double layer coating film, a white color base coating containing fine aluminum powder is applied, then a clear coating is applied as a treatment process. The white color base coating is a liquid coating containing a white pigment, a fine aluminum powder, a heat setting resin composition and a solvent as essential components. The white color pigment is, for example, a rutile-type or an anatase-type titanium oxide white pigment or the like having TiO2 as a main component. In addition, the fine aluminum powder is composed mainly of a metallic aluminum including the powder treated with a silane-coupling agent. The average particle diameter of the fine aluminum powder is not particularly defined, but suitable if it is in the range of 5-13μm.
