PROBLEM TO BE SOLVED: To provide a structure capable of sufficiently displaying the function of a powder, or a structure reduced in passing resistance when a fluid to be treated passes through the structure and a method and apparatus for producing the structure. SOLUTION: The structure producing method contains (1) a process for performing the unipolar charging of a powder and (2) a process supplying the charged powder to a porous base material having a predetermined shape by an air flow action and electric field action to bond the same to the entire surface of a porous base material constitutional material in a state having pores larger than pores formed at the close filling with the powder from an aspect of appearance or contains (1) a process for performing the unipolar charging of a powder and (2) process supplying the changed powder to the porous base material having the predetermined shape placed on an earthed support by an air flow action and bonding the same to the entire surface of the porous base material constitutional material in a state having fine pores larger than pores formed at the time of the close filling of the powder from an aspect of appearance.
