PROBLEM TO BE SOLVED: To simultaneously treat a waste water containing fluorine and an org. matter such as surfactant and a waste gas containing the fluorine and the org. matter and to reduce the initial cost and running cost. SOLUTION: In the waste water treating device, a particular calcium carbonate mineral 13, a flock-shaped calcium fluoride 14 and microorganisms 15 which are fluidized at a lower part 8 are charged at an upper part 7 and water is sprayed. Therefore, at the jumper part 7, the particular calcium carbonate mineral 13 treats chemically with the fluorine in the waste gas, the flock-shaped calcium fluoride 14 treats chemically with an acidic component in the waste gas although effect is low and simultaneously the microorganisms 15 treat biologically with the org. matter in the waste. Then, the particular calcium carbonate mineral 13, the calcium fluoride 14 and the microorganisms 15 being not used for treating the waste gas treat with the waste water at the lower part 8.
