PROBLEM TO BE SOLVED: To obtain a bulking agent for paper effective for improving the bulkiness of a paper without lowering the paper strength by the addition to a pulp raw material by compounding a nonionic surfactant to a cationic compound, an amine, its acid salt or an amphoteric compound. SOLUTION: The objective bulking agent is produced by compounding a nonionic surfactant with at least one kind of compound selected from a cationic compound expressed by formula I or formula II [R11 and R12 are each an 8-24C alkyl, alkenyl orβ-hydroxyalkyl; R13 , R14 and R15 are each a 1-8C alkyl or hydroxyalkyl, benzyl or a group of formula -(AO)n -Z (AO is a 2-4C oxyalkylene; Z is H or an acyl; (n) is 1-50); R16 is an 8-36C alkyl, alkenyl, orβ-hydroxyalkyl; X is a counter ion], an amine, its acid salt such as a compound of formula III (R21 is an 8-26C alkyl, alkenyl orβ-hydroxyalkyl; R22 and R23 are each H, a 1-24C alkyl or a 2-24C alkenyl) and an amphoteric compound such as a compound of formula IV (R31 , R32 and R33 are each a 1-24C alkyl or a 2-24C alkenyl).
