<p>PROBLEM TO BE SOLVED: To obtain a line rate control system capable of reducing the line rate of a packet call and assigning the capacity of a free line to a new fixed rate call in the situation of confusion of lines by resetting the line rate of the packet calling to the connecting request of the fixed rate calling and assigning the residual communication capacity to the fixed rate calling. SOLUTION: When a connecting request is given, it is first judged whether the request is the fixed rate calling or a packet calling (S11). In the case of the fixed rate calling, it is judged whether assigning is possible in the present situation (S12) by comparing a required rate with the freedom degree of a line. In a case when the freedom degree is short, whether a packet calling which can have the line rate, for example, exists or not is judged (S14). When there exists such a packet calling, its line rate is halved (S15) and then it is judged again whether the line rate can be assigned to the fixed rate calling (S16). When the line rate can be assigned, it is assigned (S18).</p> |
