An astigmatism reducing device includes an alignment tool (12) having a bore (16), extending through said alignment tool (12), for enabling centering of said alignment tool (12) by observation of a cornea limbus. A handle (24) is provided for enabling placement of said alignment tool (12) onto a cornea, and a sclera of an eye. A bottom curvature (32) on the alignment tool (12) engages, and conforms to the cornea. A lid retractor (36) including a channel (38) adjacent said bottom curvature (32) is provided for separating eyelids from said cornea, said sclera, and enabling a portion of the bottom curvature (32) to be disposed thereunder. Tubular cornea cutter (14), having an outside diameter sized for insertion into the alignment tool bore means (16) is provided for supporting at least one cutting blade (56, 58) for rotation within the alignment tool bore (16), the cutting blade (56, 58) being disposed with a longitudinal axis parallel to a longitudinal axis (52) of the tubular cornea cutter (14).
