PROBLEM TO BE SOLVED: To provide an emergency plan system that attains smooth communication between concerned parties on the occurrence of emergency. SOLUTION: On the occurrence of an emergency signal such as a fire alarm, an automatic communicator 5 of a private branch of exchange receiving the emergency signal generates a voice message for automatic notice and outputs it to a private branch of exchange main body 1, the private branch of exchange main body 1 automatically informs a specific mobile communication terminal 4 possessed by a concerned party copying with the emergency about the voice message and automatically sets a conference room 6a that attains a group speech between the specific mobile communication terminals. Thus, the concerned parties make contact with each other in the group conference room 6a so as to integrate the intentions and communicate with each other.
