PROBLEM TO BE SOLVED: To detect an abnormal object in an inexpensive structure, at a high speed and with high precision without being affected by the fluctuation of a light source and an object having regular amplitude in environment. SOLUTION: This image monitoring device comprises means 4200 for dividing an image to be input from a camera into blocks, an object candidate extracting part 4700 for comparing image data for a frame to be processed with right previous image data for the frame and extracting an abnormal object candidate depending on the existence of an edge and the rate of a change in vertical and lateral edge ratio, and an object determining part 4800 for determining whether the abnormal object candidate is an abnormal object or not. The object determining part 4800 determines that the abnormal object candidate whose movement can be traced for a preset time is the abnormal object.
