PROBLEM TO BE SOLVED: To encode/decode image data for a selected area in a moving image with image quality better than that of other areas without increasing data amounts. SOLUTION: The image coder dividing received image data into blocks and encoding each block is provided with an area selection means 101 that selects an optional area from the image data, an area position shape coding means 102 that encodes the position and shape data of the selected area, a parameter adjustment means 104 that respectively adjusts parameters denoting spatial resolution of the selected area and the other areas, and a parameter coding means 105 that encodes the parameters. |
