PROBLEM TO BE SOLVED: To insert a cylindrical film into a body such as bottle container or the like receiving the cylindrical film surely at high speeds even when the fitting overlap width of the film is set to be small. SOLUTION: There are provided a forming part 10 to form a cap seal S, an opening 20 to feed the cap seal S with its seal being opened to a first delivery positionα, a forming part 30 to feed the cap seal S which is received at the positionαand formed into a nearly cylindrical shape to a second delivery positionβ, and an insertion part 40 which forms the cap seal S received at the positionβinto a shape nearly the same as that of a mouth of a bottle container P and then inserts the seal S into the mouth of the container P at an insertion positionγ. And the delivery or insertion work of the seal S is performed, while a first forming rod 33 and a second forming rod 41 for effecting the delivery and insertion of the seal S are being moved at the positionβand the positionγ.
