PROBLEM TO BE SOLVED: To suppress the increase in the amount of wire line for connecting an exchange to a ratio station, increase in the number of switch terminals for containing the wire line in the exchange accompanied by making a radio zone small, increase of handoff frequency by making the wire zone smaller or increase of the amount of handoff control by the exchange accompanied by realization of soft handoff control. SOLUTION: A cable line is made to contain plural radio stations 203 by containing each of plural radio stations 203-1, 2, and so on in radio station containing devices 202-1, 2, and so on and connecting the plural radio station containing devices 202-1, 2, and so on to an exchange 201 by way of cables lines 250 and 251. Also, by connecting the cable line, which connects plural radio containing devices 202, to the exchange 201 by way of a connection device, plural combinations of groups of radio stations which can perform the handoff control without the exchange intervened is enabled.
