PROBLEM TO BE SOLVED: To easily adjust an angle and to easily focus by detecting extents of pan and tilt of an input picture signal and controlling the variable coefficient of a variable coefficient filter taking an input picture signal in a prescribed space area as the object in accordance with extents of pan and tilt. SOLUTION: A picture input 100 has characteristics adjusted by a time filter 20 and a space filter 16 and is encoded by a moving picture encoding device 17. A movement vector detector 14 detects a movement vector to output it to a prefilter controller 15. The prefilter controller 15 discriminates that a camera is being moved if movement vectors in the same direction are larger than a preliminarily determined threshold. In this case, the prefilter controller 15 outputs filter coefficients 106 and 107, which turn off the filter characteristic, to the inside of a circular area having the center of the picture as the center and outputs filter coefficients 106 and 107, which correspond to an average value of movement vector norms in the same direction, to the outside of the circular area. |
