PROBLEM TO BE SOLVED: To preserve liquid organic matter with the high amount of heat without leaking liquid for using as fuel for combustion by impregnating liquid combustible organic matter into a porous synthetic resin film where a void rate is set within a specific range. SOLUTION: A porous synthetic resin film should have a void rate of 40-95%. Also, the porous synthetic resin film preferably has a number of minute holes of a hole diameter of 0.1-2.0μm. Furthermore, the porous synthetic resin film preferably includes ultra high molecular polyethylene having a molecular weight of 5×10<5> -7×10<6> for use. Liquid combustible organic matter such as kerosene where the high heat quantity can be obtained is preferably used. In this case, the amount of impregnation of the liquid combustible organic matter is preferably at a maximum of 98 vol.% to the void of the porous synthetic resin film, thus sufficiently impregnating combustible liquid in the porous synthetic resin film even with a high void late and at the same time superior dynamic characteristics, and a lightweight combustion device that has high combustion rate can be obtained without leaking liquid.
